Election of: CWU DEPUTY GENERAL SECRETARY (POSTAL) - 2015

Please find below important information regarding the forthcoming elections for the CWU Deputy General Secretary (Postal) and the arrangements for the re-running of the ballot for the 4 remaining Postal Grade positions on the Postal Executive Committee.
1. Deputy General Secretary (Postal)
The Deputy General Secretary (Postal) is the principle Officer responsible for all issues solely within the remit of the Postal Executive Committee.
Following the election of Dave Ward to the General Secretary position the Deputy General Secretary (Postal) position is now vacant and therefore in accordance with the rules of the union the NEC has agreed the arrangements for the subsequent election.
The timetable for the election will be as follows:
Nominations Open: 21 May 2015
Nominations Close: 11 June 2015 (14:00)
Dispatch ballot material from: 23 June 2015
Close of ballot: 14 July 2015 (first post)
Result: 16 July 2015
The Election Regulations stipulate that a copy of the regulations for the election must be distributed to all branches in advance of the nomination process. A copy is therefore attached and I would be grateful if you could ensure that these are brought to the attention of the members of your branch.
The regulations will also be published on the CWU website and a copy will be issued to all candidates nominated to stand in the Election.
Further information regarding the election, including the DGS (P) Nomination Form, will be sent to all relevant branches during w/c 18th May 2015. However branches are reminded that in order for nominations for the above position to be valid then they will need to be submitted on the appropriate CWU HQ issued nomination form(s).
2. Re-Run of the Ballot for CWU Postal Executive (Postal Grades) - 2015
Following the carriage of Emergency Motion E.8 at CWU Annual Conference 2015 (reproduced below for information) which sets out the rationale for re-running the ballot, the NEC have agreed the arrangements for the re-run of the ballot for the 4 remaining positions available for Postal Grades on the Postal Executive Committee.

Conference recognises that the ballot paper used for the election of Postal Executive Committee (Postal Grades) members 2015 contained changes to the number of candidates members were entitled to vote for in comparison to previous elections. This may have inadvertently caused uncertainty for branches when making recommendations and for members when recording their vote. Therefore in order to protect the integrity and reputation of the CWU there is now a requirement to re-run the ballot for the 2015 Postal Executive Committee (Postal Grades) positions only. The NEC are therefore instructed to re-run ballot for the Postal Executive Committee (Postal Grades) positions at the earliest possible opportunity and to publish the revised balloting arrangements to branches by no later than May 2015 with a view to concluding the re-run ballot by no later than July 2015. Additionally the NEC is instructed to conduct a comprehensive review of the relevant union rules and election regulations to ensure that there is no uncertainty regarding any future Postal Executive elections. The review will be concluded by August 2015 and a report containing the conclusions, recommendations and proposed rule changes to be submitted to the 2016 Rules Revision Conference will be published to branches by September 2015. As can be seen above, Motion E8 covers a number of specific areas regarding the current and future Postal Executive Committee elections and in respect of the review of future regulation and proposed rule changes referred to in the motion, these matters will be subject to further NEC discussions which will culminate in a report being published to branches by September 2015 which will set out the proposals for dealing with these particular issues going forward.
Turning to the actual re-run of the ballot, the NEC have endorsed a revised timetable and regulations for the ballot which allows for the ballot to be run in conjunction with the timetable for the vacant DGS (P) position (please see above).
Accordingly please find attached a copy of the revised election regulations.

For clarification the re-run PE (Postal Grades) ballot will consist of eight candidates i.e. those members originally nominated and whose names were listed on the original ballot paper and who were not successful in the ballot for the Postal Constituency NEC positions. For ease of reference the names of the candidates are:

All eligible members will receive a ballot paper inviting them to vote for four of the above candidates. The ballot paper will also include information regarding the background to the reason for the re-run of the ballot.
The NEC have also considered the consequences of the delay in filling the four remaining Postal Executive (Postal grade) member positions and have decided that in order to ensure that the Committee is able to function effectively during the interim period that those members previously elected in 2013 will continue as part of the PE until the ballot has been concluded following which the successful candidates will then take up office.
3. Elections Prize Draws
Branches are reminded that in order to protect the integrity of these very important national election's and more importantly, ensure that the union is legally compliant with the relevant legislation covering such elections, that election prize draws should not be conducted under any circumstances unless written authorisation has been given by the Senior Deputy General Secretary.
